EL PASO, TX (CBS4) — The City of El Paso continues to receive complaints about the Retreat at Mesa Hills apartment complex in west El Paso.
The 752-unit property was built in 1995. It is advertised online as a luxury, newly renovated, and modern complex.
Since 2017, nearly 50 complaints have been filed against the apartment complex.
Most complaints that were filed were about broken air conditioning units, water leaks, and mold.
In June of 2022, many people stated in their complaints that the property had not done anything to address the issues, despite complaints being filed.
That month, a City of El Paso inspector with property maintenance and zoning went to investigate after receiving multiple air conditioning complaints.
The inspection found that the property manager had pending work orders for 25 complaints regarding air conditioners not working.

In a complaint report, the property manager mentioned the complex was short-staffed and was waiting on parts and supplies.
CBS4 has been trying to get ahold of JRK property holdings, which owns the Retreat at Mesa Hills, for three-and-a-half weeks to get answers, but every time we call, we get no response.
The City of El Paso said if you have a problem, call 3-1-1 to submit a code complaint.
