Man accused of having ongoing relationship with young girl
An El Paso man faces several criminal charges after an investigation revealed he was having an ongoing sexual relationship with a young girl, according to court documents.
Luis Moreno, 38, was charged with one count of criminal sexual penetration of a child under the age of 13 and four counts of criminal sexual penetration of a child 13 to 16 years of age.
The relationship was revealed when one girl came forward saying she thought Moreno was trying to record her taking a shower, according to court documents.
The girl said she took a shower, and when she got out, Moreno went to the bathroom immediately after, according to court documents.
Moreno told police he left his cellphone in the bathroom, but he wasn’t trying to record the girl taking a shower.
Police told Moreno they were going to search his phone and asked him if they would find any videos of the girl taking a shower. He said, “No,” according to court documents.
Police asked Moreno if they would find inappropriate photos of another girl living at the residence, and Moreno said “yes.”
The victim was interviewed by authorities and said she was in an ongoing sexual relationship with Moreno for five years, according to court documents.
The girl said she would have sex with Moreno once a month, and later it happened twice a week, the documents said.
The girl said she felt like she was in a relationship with Moreno and that it was her idea to keep it a secret, the documents said.
The girl said she last had sex with Moreno Nov. 13, which was the day investigators were questioning Moreno about the recording incident, the documents said.
Moreno was arrested Monday in El Paso and was later moved to the Dona Ana County Detention Center.
